Job Context

The Doctor In charge is responsible to Organize and coordinate service delivery on site at the health care facility, ensuring comprehensive and quality health care is provided to beneficiaries using standard protocols and guidelines in a conducive environment. Follow up and ensure appropriate use of supplies, equipment and other resources provided to the health facility. Strengthen the linkage between static health facility activities and the community-based health promotion system. Contribute to needs assessments, design, planning, implementation, monitoring and evaluation of health projects, and represent the organization to project stakeholders at field level. Networking, collaboration and coordination with other TDH projects and sectoral stakeholders at the field level

Job Description / Responsibility

  • Provide technical guidance in implementation of a quality comprehensive package of essential PHC services including reproductive and maternal health care at the assigned health facility
  • Ensure set up of good patient flow at the health facility
  • Ensure availability and proper functioning of water, electricity and waste management systems in the health facility at all times
  • Lead the set up and monitoring of infection prevention and control system for the health facility, and ensure proper collection and disposal of health care waste
  • Oversee triage and take lead in organizing emergency patient pre referral stabilization and referral
  • Provide hands on quality and comprehensive management of patients at health facility according to standard guidelines and protocols so as to be role model to upcoming clinicians
  • Lead random spot checks on quality of patient care including rational medicines prescription, waiting time and overall patient satisfaction of services
  • Ensure health records and data are collected, spot check for accuracy, completeness and make sure they are submitted for entry and analysis at required time. Ensure confidentiality is maintained with regard to individual patient data
  • Participate and input in design and production of formats and data collection tools , and ensure adequate supply and availability of health registers and reporting tools in the health facility
  • Ensure planning and implementation of patient health education at the health facility. Compile schedule, assign session facilitators and write session reports
  • Ensure a strong linkage between community based health promotion activity with the static health care services
  • Organize and participate in regular monitoring and supportive supervision visits to the health facility. Schedule and support the health coordinator, manager and M & E team in facilitating feedback sessions
  • Organize and facilitate progress and quality improvement assessments and processes (activity review meetings, exit interviews, satisfaction surveys, focus group discussions)
  • Contribute to project reporting by inputting into the regular situational and technical activity progress reports
  • Support the collection and submission of relevant data and reports as requested by the sector and working groups (DHIS, EWARS, SRH, 4W among others)
  • Contribute to planning and forecasting of project resources including human resources and supplies
  • Participate in recruitment and placement process of staff for the health facility liaising with the health coordinator and project manager.
  • Lead assessment and identification of training needs for staff at the health facility, effect a plan for on site on-the job coaching and scheduled trainings feeding into the overall health project training and capacity building planning.
  • Ensure health facility staff leaves/absence planning and work attendance records are completed and liaise with health coordinator to ensure timely submission.
  • Initiate timely performance appraisals for staff under supervision and collaborate with the health coordinator for processing and submission to HR department
  • Liaise with the health coordinator and project manager to address staff administrative problems, and be the focal point for communicating information from coordination to field staff
  • Implement a proper system of stock management at the health facility by ensuring regular consumption monitoring records are kept, timely stock issue requisitions and stock inventory is done and reports are timely shared with project management to minimize stock outs
  • Participate and input in design and production of IEC/BCC materials and ensure timely and adequate availability for use by CHWs
  • Ensure timely and quality reporting of CHW activity. Support CHW supervisors in organizing trainings and feedback sessions on site
  • Participate in needs assessments/surveys and context/situational analyzes
  • Provide inputs and guidance to the choice and design of health interventions
  • Contribute to programme strategy, project concept notes and proposals
  • Engage in teamwork with other TDH projects to develop an integrated multi-sectoral approach to Tdh interventions at field level
  • Support in identification of project sites at field level
  • Participate and lead project inception with project team and field stakeholders
  • Contribute to a monitoring and evaluation system inbuilt in the project design and strategy
  • Support design and execution of emergency preparedness plan, in collaboration with health manager,coordinator and other tdh programmes
  • Develop and maintain relationships and collaboration with health actors and camp management at field level
  • Attend and represent Tdh in field site programmatic stakeholders, sectoral meetings and events.
  • Support efforts to grow the project impact through advocacy, relationship building, information gathering and positioning
  • Present and advocate Tdh best practices and learning lessons
  • Perform other duties as assigned

Educational Requirements

  • MBBS qualification.
  • Master in health systems management or Public Health an additional merit

Job Requirements

  • Both males and females are allowed to apply
  • Licensing registration by the Doctors board
  • Minimum two years professional experience post qualification
  • Up to date knowledge of medical protocols and guidelines including essential drugs and tests list, integrated management of childhood illness among others
  • Good and professional patient care approach
  • Basic knowledge of medical supply management
  • Basic knowledge and experience managing medical records including DHIS
  • Experience in disease early warning and alert systems
  • Fluency in English, both in writing and speaking, is a must plus good Social and communication skills Knowledge of spoken local languages/dialects (Chittagonian and Rohingya) will be added advantage
  • Familiarity with Cox Bazaar setting, cultural awareness and sensitivity
  • Experience in project implementation, Monitoring & Evaluation
  • Experience in emergencies will be considered as a plus
  • Eexperience working with international NGO an added advantage
  • Computer literacy and good handling of Microsoft Office (Word, PowerPoint presentations, excel spreadsheets) is desirable
