  • Job Purpose:
  • Under the minimal direction of the Project Leader of the Public Private Partnership (PPP) manage overall project operations. Develop work plans and/or programs, new policies and procedures and monitor their implementation. Finalize reports for submission to supervisor and stakeholders. Coach/mentor and manage the performance of team members. Sustain existing high level partnerships and form/create new associations. Provide assistance to the establishment and monitoring of annual work plans and progress to milestones.

Job Description / Responsibility

  • Manage project implementation including staff and budget management and coordination with ACI
  • Ensure compliance with national, international and USAID standards as well as legal requirements. Analyze the latest developments in regard to team-specific objectives and recommendation pathways for their implementation
  • Oversee the implementation of risk management procedures and controls
  • Act as Officer in Charge in supervisor's absence
  • Manage, develop and coach team members to ensure professional growth
  • Manage the recruitment and support of consultants and IRRI technical support
  • Manage visitor programs both in Dhaka and in field offices including Donor visits
  • Manage special events such as workshops, meeting, conferences and fairs
  • Monitor expenditures and disbursements to avoid overspending
  • Ensure that operations follow the principle of full cost recovery [Budget Management]
  • Ensure project staff follow IRRI finance, procurement and human resources procedures including IRRI's code of conduct
  • Develop and sustain partnerships with relevant stakeholders and coordinate activities with public and private partners
  • Engagement:
  • Supervise staff performance appraisal and ensure that the activities are conducted and outputs are produced in the manner, quantity, quality, and timing committed to the donor and required for the successful pursuit of the project's goals and objectives
  • Provide feedback to staff and recommend programs for staff development
  • Coordinate team specific undertakings with collaborators and partners to achieve defined objectives
  • Contribute to preparing and submitting annual, semiannual, and quarterly progress reports to USAID
  • Play key role in preparing and submitting of the Annual Work Plan (AWP) as well as required budget and expenditure reports
  • Play key management role in the conduct of surveys, as well as in the midterm and final review of the project
  • Delivery:
  • Provide administrative and/or technical advice to ensure appropriate communication with stakeholders
  • Support the establishment of communication strategies
  • Finalize/write reports intended for submission to supervisor and/or stakeholders
  • Provide guidance and supervise the designing, developing, and running of the project M&E system, in the collection, entry and analysis of data, and in preparation and submission of M&E reports to USAID
  • Provide guidance to the project staff in developing training modules and conducting in country training for the ACI field-based research staff
  • Assist in preparing documents, reports and presentations
  • Review documentation related to team/unit and check for inconsistencies
  • Provide leadership for quality control of project data
  • Perform other duties as assigned by supervisor from time to time

Educational Requirements

Master's Degree in Genetics and Plant Breeding or related field and minimum 7 years of relevant work experience in project or program management and coordination, office management, financial management, grant management, partnerships, donor compliance, operations, science or related field. PhD in Genetics/ Plant Breeding/ Molecular Plant Breeding given preference.
