Job Context

The Project Management Specialist (Environment) is a member of Economic Growth Office senior leadership, providing expert EGO leadership and technical guidance for all environment and climate related activities, and cross-sectoral development programming in communities impacted by the Rohingya crisis. The incumbent serves as the senior technical advisor to USAID Mission Management and the U.S. Embassy on all matters pertaining to programs, projects, or activities contributing to the EGO response to the Rohingya humanitarian crisis in Cox’s Bazar, biodiversity conservation, combating wildlife crime, and climate resilience. The Project Management Specialist (Environment) serves as the technical lead for these activities and advises USG Senior Management, including the USAID Mission Director, the U.S. Ambassador, other USAID and Embassy personnel and senior representatives from other donor governments. The Project Management Specialist (Environment) will be responsible for leading coordination with other USAID technical offices and assisting in the formulation of the USAID development response in communities impacted by the Rohingya crisis. The Project Management Specialist (Environment) leads activity design and implementation, as well as ensuring coordination with other USAID activities and activities funded by other donors. The Project Management Specialist (Environment) will frequently represent USAID in negotiations with the Government of Bangladesh (GOB) and other donor agencies. The Project Management Specialist (Environment) must be able to work independently and provide guidance to more junior members of the Environment Team. The primary roles of the position are to: 1) lead implementation and coordination of environment and climate activities with the GOB, other USG agencies, and other donors in communities impacted by the Rohingya crisis; 2) serve as AOR/COR for multiple, high profile activities that support USAID’s response to the Rohingya crisis, Indo-Pacific Strategy (IPS), and Congressional Earmarks such as the Biodiversity Conservation Earmark and Combating Wildlife Crime; 3) Mentor junior Environment team members.

Job Description / Responsibility

  • Strategy/Policy Formulation and Program Planning:
  • The incumbent is responsible for USAID Bangladesh strategy, policy formulation and program activities related to Environment and Climate focused activities and the Economic Growth Office (EGO) components of the multi-sector response to the Rohingya crisis in impacted communities. S/he is a member of the EGO management team and provides expert guidance to support Agency objectives and initiatives such as the Indo-Pacific Strategy (IPS).
  • Formulate policy and strategy options for Mission Management; develop, elaborate and periodically update the multi-sector strategy, and bilateral program agreements to achieve development results;
  • Coordinate strategic planning and implementation of agreements, memoranda of understanding, and global development alliances (GDA) with regard to environment and climate change;
  • Represent the Mission in coordination and development of programs with the U.S. Department of State, U.S. Environmental Protection Agency, U.S. Forest Service, regional USAID missions in Asia and USAID/Washington.
  • Coordinate independently with NGOs, donors, civil society and GOB to understand their policy/strategic concerns and implications for USAID strategies and program planning;
  • Serve as the Mission expert on the environment and climate sectors to plan and lead activity design for Climate Resilience, Global Climate Change, Biodiversity Conservation, Combating Wildlife Crime, regulatory reform, public-private partnerships (PPP) and GDA promotion, environment and climate sector policies particularly for pro-poor growth, and support of the Indo-Pacific Strategy (IPS).
  • Chair design committees and lead design teams involving USAID, NGOs, civil society, contractors and GOB representatives in developing and designing environment and climate sector activities, and activities that support communities impacted by the Rohingya crisis.
  • Prepare scopes of work and manage implementation of sector assessments to inform development and implementation of USAID environment and climate activities.
  • Manage multiple USAID contracts, cooperative agreements, grants and field support mechanisms to improve environment and climate policy and management in Bangladesh with guidance of Agreement Officer/Contracting Officer.
  • Use findings from evaluations of the Bangladesh environment and climate sectors and development programs to adaptively manage USAID activities for success.
  • Supervision and Staff Development:
  • Direct and supervise the work of at least one member of the Environment Team, per the attached organogram, and take all necessary steps to ensure their full participation in the environment portfolio and their professional development.
  • Establish staff development plans for the FSN-10 employee by setting work objectives, performance indicators and conduct six-month and annual performance evaluations of staff.
  • Provide guidance, mentoring and staff development opportunities as appropriate.
  • Technical Advice
  • Advisory Services:
  • As a recognized expert on environment and climate sectors, policy and regulatory reform, the incumbent also serves as the senior technical advisor to the USAID Mission Director, other office directors and team leaders, the Communication and Outreach Officer, the Embassy POL/ECON Office and the Ambassador, as appropriate in relation to environment and climate issues that affect the USG and USAID objectives in Bangladesh.
  • Advice may include the following areas as well as others not listed below:
  • Combating transnational organized crime and wildlife trafficking;
  • GOB, NGO, civil society and private sector institutional capacity for environment and climate resilient development;
  • Current USAID policy, strategy and regulations;
  • Evolution, trends, crises and possible mitigating measures in the climate resiliency sector;
  • Current public sensitivities and conflicts regarding biodiversity conservation, combating wildlife crime and climate change;
  • Positions and interest of the press, interest groups and political parties on key environment and climate issues.
  • Negotiation/Coordination/Liaison:
  • Participate in USAID negotiations with GOB at senior levels, including cabinet positions and/or NGOs regarding environment and climate sector programs and policies, and advise the Mission Director during negotiations of critical technical, policy and program issues in the environment and cliamate sectors.
  • Coordinate with the USAID Asia and Near East Bureau and technical teams within USAID/Washington, the U.S. Department of Justice, U.S. Environmental Protection Agency, and the Embassy POL/ECON Office as appropriate.
  • Maintain contact with NGOs, lobby groups, press and the private sector regarding environment conservation and climate resilience.
  • Keep stakeholders and other interested parties informed of USAID activities, policies and interests in the environment, combating wildlife crime and climate sectors.
  • Serve as technical expert on the donor’s Local Consultative Group’s (LCG) Environment and Climate Change working group.
  • Coordinate and maintain contact with the top-level GOB policy-makers (ministers, advisors, special assistants, secretaries and heads of boards) for the Ministry of Environment, Forests and Cliamte Change and Ministry of Fisheries and Livestock, other GOB institutions, environment sector entities and donors for successful implementation of USAID environment and climate sector programs.
  • Technical Analysis and Review
  • Analysis:
  • Lead the biodiversity conservation and climate resilience sections of the Environment Team’s semi-annual review, annual review, operational plan preparation and project performance review preparation and completion.
  • Review projects for USAID and other donors related to environment, combating wildlife crime and climate resilience.
  • • Review USAID partner performance on environment and climate issues for technical soundness and conformity with GOB and USG policy and regulations.
  • Serve as the key Mission technical reviewer of multilateral development bank loan proposals on environment and climate change for to USAID/Washington, the State Department and local donor staff as appropriate.
  • Advise Economic Growth Office Director, Deputy Director, Program Office Director, team leaders, senior staff, Mission Director and Ambassador of results of technical analysis and reviews and appropriate.
